A writ of prohibition issue directing the second respondent not to act on the decision of the first respondent made 22 December 2003. 2. A writ of certiorari issue directed to the first respondent quashing the decision of the first respondent made 22 December 2003. 3. A writ of mandamus issue directed to the first respondent requiring the first respondent to determine according to law the application for review of the decision of the delegate of the second respondent dated 15 May 2003. 4. The second respondent pay the applicant's costs" 3. The second respondent pay the appellant's costs.
