The Transport Workers' Union of Australia, hereinafter called the T.W.U., is registered as an organization of employees under the Conciliation and Arbitration Act 1904, as amended, hereinafter called The Act. The Transport Workers! Union of Australia (Queensland Branch) hereinafter called the Queensland Branch, is a branch of the T.W.U. In November 1979 Brian John Davis, hereinafter called the Returning Officer, in his capacity as the Branch Returning Officer of the Queensland Branch, commenced to conduct an election to positions within the Queensland Branch. The election was to be conducted pursuant to Rule 33 of the Rules of the T.W.U. Some of the positions for which the election was to be conducted were -
