made application relying on the provisions of s.5 of the
Administrative Decisions (Judicial Review) Act 1977 (Judicial
Review Act) to review what is said to be a decision by EDWARD JOHN GLASSON (respondent) expressed in a Certificate dated 2 February 1982 to which more detailed reference is made below. The respondent has filed a Notice of Objection to Competency
