REASONS FOR JUDGMENT
This 1S an urgent matter as the applicant seeks an interlocutory order that he be released from the prison in which he is presently detained. Tt ius therefore highly desirable that I should determine 1t as expeditiously as possible. As I have formed a firm view about the outcome of the proceedings, I propose to express that view without reserving my decision. I am much indebted to Mr Arthur For his thorough and able submissions and I should say at once that he has put every argument available to be advanced in support of the appiication.
