In this application for judicial review under the
Administrative Decisions (Judicial Review) Act, 1977 ("the
Judicial Review Act") and pursuant to s.39B of the Judiciary Act, 1903, a preliminary question has arisen as to the jurisdiction of the Court to entertain the application, or
at least part of the application.
In his Statement of claim; the applicant says~ that,
