This application has been brought onasa matter of some urgency. The application was lodged in court only yesterday and I congratulate the parties on being able to prepare for a final hearing today. Because of its urgency I propose to give my reasons immediately. I hope that in so

doing I do not do injustice to counsel's careful arguments.

This is an application for an order of review under the Administrative Decisions (Judicial Review) Act ("the Judicial Review Act"), by Mr Ian Patrick Cornelius, who has been charged with conspiracy to defraud the Commonwealth, contrary to the provisions of s.86(1)(e) of the Crimes Act 1914.
