REASONS FOR JUDGMENT
The applicant has moved on notice dated 9 October 1986 for an order extending the time within which he might make an
application under the Administrative Decisions (Judicial
Review) Act ("the Act") for review of certain decisions allegedly made under the Customs Act 1901. The extension of time is sought to 13 October 1986 which was the date on which
the applicant filed his application under the Act.

In October 1378 the applicant who was then a resident of Thailand was arrested by the Thai Police and charged with trafficking in narcotics. He was detained in custody and shortly afterwards his son, Gregory William Sinclair, began to gather funds in Australia for his father's defence. In all, $145,580 in Australian bank notes was collected, most of which belonged to the applicant, the rest being contributed
