THE COURT W.A. Meat Exports Pty. Ltd., the respondent in these proceedings, claimed a grant entitlement under the Export Market Development Grants Act 1974 ("the Act") in respect of expenditure incurred by it in the sum of $60,000.00 paid to Allegro Pty. Ltd. as consultant's fees in the 1984-85 grant year. The Export Development Grants Board ("the Board") disallowed the claim. The Board decided that the payment of the fees was not
