THE COURT This 1s an appeal from a decision of a single judge dismissing an application under the Administrative Decisions
(Judicial Review) Act 1977 ('the AD(JR) Act').
The appellant had sought to review a decision, made by a delegate of the respondent, that the appellant be refused the grant of a "return endorsement" on his British passport. Return endorsements are granted, in appropriate cases, to persons who reside in Australia but are not Australian citizens, so that they can travel outside Australia without the need to apply for a fresh visa before
