In it, the applicant, Mr Asrat, seeks an order of review of a decision that was made by the Refugee Review Tribunal ("the Tribunal" or "the RRT") on 5 February 1996. The application is grounded in s476(1)(a) of the Act which so far as is relevant states that this Court may review a decision of the RRT if procedures that were required by the Act or the regulations to be observed in connection with the making of a decision were not observed.
