REASONS FOR JUDGMENT I gave judgment in this matter on 6 May 1996. On that day I made an order that if the applicant did not make submissions in relation to costs by Friday 15 May 1998, costs would follow the event. No such submission has been made. The order is self executing, but for certainty I order that the applicant pay the costs of the respondents, including reserved costs, to be taxed if not agreed. I certify that this is a true copy of the Reasons for Judgment herein of the Honourable Justice Spender.
