The order of Sundberg J made on 5 July 1999 be set aside and in lieu thereof it be ordered that the decision of the Tribunal on 25 February 1998 be set aside and that the appellant's application for a protection visa be remitted to the Tribunal differently constituted for determination according to law. 3. There be no order as to the costs of the proceeding before Sundberg J. 4. The respondent pay the appellant's costs of the appeal fixed at $750 plus disbursements.
