REASONS FOR JUDGMENT
INTRODUCTION 1 This is an appeal from the Federal Magistrates Court (Barnes FM) dismissing an application for judicial review of a decision of the second respondent ('the Tribunal') affirming a decision of a delegate of the first respondent ('the Minister') not to grant the appellants protection visas.
BACKGROUND 2 The first appellant, together with his wife and daughter, are citizens of Bangladesh. They arrived in Australia on 19 February 2005. On 3 March 2005, they lodged an application for protection visas (class XA) with the Department of Immigration and Multicultural Affairs. On 30 March 2005 a delegate of the Minister refused to grant them protection visas. On 19 April 2005, the appellants applied for a review of that decision to the Tribunal.
