REASONS FOR JUDGMENT 1 In this matter the appeal will be dismissed. It seems to me that the learned Federal Magistrate was correct for the reasons he gave and I otherwise agree with the written submissions of counsel for the Minister which I will have appended to these reasons. The appellant is to pay the Minister's costs, assessed in the sum of $3,500. I certify that the preceding one (1) numbered paragraphs are a true copy of the Reasons for Judgment herein of the Honourable Justice Madgwick.
