AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Airbus Industrie A319, A320 and A321 Series Aeroplanes
AD/A320/165 Parking Brake 1/2005
Applicability: All Airbus A319, A320 and A321 aeroplanes except those that have Airbus Mod 30062 incorporated during production or Airbus Service Bulletin (SB) A320-32-1201 Rev 1 incorporated in service.
Requirement: Modify the park brake system in accordance with the accomplishment instructions given in Airbus SB A320-32-1201 Rev 1 or later approved revision.
Note: DGAC AD F-2004-137 and EASA Approval 2004-10839 refer.
Compliance: No later than 31 March 2009.
This Airworthiness Directive becomes effective on 20 January 2005.
Background: Airbus reported that an operator experienced a loss of parking brake whilst at the holding point of the runway awaiting take-off. This lead to a runway excursion.
Analysis showed that, as per design, when the parking brake is selected, braking through the pedals is inhibited. A FCOM procedure recommends that in the case of park brake loss the parking brake handle is immediately released to restore braking to the pedals. If this procedure is not followed a situation could develop that would have hazardous consequences. This Directive mandates the modification of the park brake system to prevent such an occurrence.
