AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Applicability: All P68 Observer, Observer 2, and P68TC Observer aircraft, with serial numbers up to and including serial number 411.
Requirement: Action in accordance with the requirements of VulcanAir Service Bulletin No. 110, dated 19 March 2002.
Note: ENAC AD 2002-212 refers.
Compliance: For Para. 2.1 Part A - Inspection: Before further flight after 24 April 2002, unless already accomplished.
For Para. 2.2 Part B - Modification: Not later than 24 May 2002, unless already accomplished.
This Airworthiness Directive becomes effective on 24 April 2002.
Background: Instances of interference between the control column interconnection chain and the engine control pedestal assembly have been reported following application of maximum nose-down pitch. The interference may be caused by incorrect longitudinal pitch control rigging adjustment, or result from application of excessive nose-down pressure after the stabilator torque tube full-travel limit has been reached.
