AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Pilatus Porter PC-6 Series Aeroplanes
AD/PC-6/47 Horizontal Stabiliser - Trim Warning System 5/2002
Applicability: Pilatus PC-6 Porter aeroplanes, all manufacturers serial numbers (MSN) up to and including MSN 939.
Requirement: 1. Install a horizontal stabiliser trim, visual and audio warning, in accordance with Pilatus PC-6 Service Bulletin 180 Revision 1 dated 27 September 2001.
2. Amend the Aircraft Flight Manual (AFM) by inserting AFM Supplement Report No. 02207 Rev 1 dated 25 March 2002.
Note: Swiss FOCA AD 2002-134 refers.
Compliance: Requirements 1 and 2 – Within 200 hours time in service after the effective date of this Directive, but no later than 31 December 2002, which ever occurs first.
This Airworthiness Directive becomes effective on 16 May 2002.
Background: The Swiss Federal Office for Civil Aviation (FOCA) has been advised of several instances of PC-6 aeroplanes taking off with the horizontal stabiliser incorrectly trimmed. When airborne this can result in higher than usual stick forces being required as airspeed increases. Unless prompt and proper pilot action is taken this condition could lead to loss of control, especially for aeroplanes with mechanical stabiliser trim.
