AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Requirement: 1. Check the maintenance records, and determine whether a horizontal stabiliser attachment reinforcement bracket (bracket) part number (P/N) 1232624-1 is installed that was shipped by Cessna from 27 February 1998 through 17 March 2000. If the installed brackets were not shipped by Cessna between 27 February 1998 and 17 March 2000, no further action is required by this Directive.
2. If the above check reveals that affected P/N 1232624-1 brackets are installed, visually inspect the left and right brackets for existence of seam welds along both the lower inboard and outboard wall/flange.

3. If no seam weld is found on the left or right bracket during the Requirement 2 inspection, before further flight, replace with a new or serviceable P/N 1232624- 1 bracket. If the left and right brackets have seam welds along both the lower inboard and outboard wall/flange, no further action is required.

Compliance: Within 50 hours time in service after 11 July 2002, unless already accomplished.
This Airworthiness Directive becomes effective on 11 July 2002.
Background: The FAA received a report that certain horizontal stabiliser attachment reinforcement brackets were manufactured without seam welds. This Directive specifies actions to detect and replace structurally deficient attachment brackets. Continued use of such brackets could result in structural failure of the horizontal stabiliser.
