Horizontal Stabiliser and Elevators - Inspection and Replacement

Applicability: All models 340 and 340A.
Requirement: 1. To ensure the integrity of the elevator balance weight support structure and specified components of the horizontal stabiliser accomplish the following:
(a) Remove the elevator tip cover and visually inspect the elevator balance weights for looseness.
(b) Additionally:
(i) For Model 340 and 340A (S/No. 340A0001 to 340A1038) visually inspect P/N 0832250-4, -33 and -32 or -75 ribs and P/N 0832000-61, -62 gussets for cracks and/or loose rivets.
(ii) For Model 340A (S/No. 340A1039 to 340A1252) - visually inspect the P/N 832250-100 and -33 ribs, P/N 5334108-2 channel, -3 spar extension, and -4 gussets for cracks and/or loose rivets.
(c) Visually inspect the outboard hinge bracket assembly and bearing, the horizontal stabiliser aft spar, and the tip rib for cracks, loose rivets or signs of chafing.
(d) Replace any defective parts.
2. Replace the horizontal stabilizers and elevators in accordance with Cessna Service Kit Instructions SK 340-24, dated 16 March 1981 and Cessna Service Kits SK 340-24-1, -2, or -3, and SK 340-19, as appropriate.
Note: Cessna SIL ME 79-44 Rev. 5 and FAA AD 81-07-11 Amendment 39-4078 refer.
Compliance: 1. Sub-Paras. 1a, 1b and 1c - At intervals not exceeding 10 hours time in service until modified.
2. Sub-Para. 1d - Before further flight.
3. Para. 2 - Before 1 January 1982.
For aircraft maintained in accordance with ANO 100.5.1 this Directive shall be entered on the maintenance release as maintenance required. After initial inspect, subsequent inspections may be performed by the pilot in command, in which case certification is not required. In all other cases certification may be made on the maintenance release. This inspection may also be performed and certified by any Licensed Aircraft Maintenance Engineer.

Background: The manufacturer has received reports involving the reduction of the integrity of the elevator balance weights and the outboard elevator hinges and support structure. The manufacturer has developed a replacement horizontal stabilizer and elevator assembly.
