AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Cessna 560 (Citation V) Series Aeroplanes
AD/CESSNA 560/6 Electric Pitch Trim System 1/2004

Applicability: Model 560 aeroplanes, having serial numbers 0260 through 0396 inclusive, except those on which Cessna Service Bulletin 560-34-93, dated 16 March 2001, has been accomplished.
Requirement: 1. Unless previously accomplished, disengage the PITCH TRIM circuit breaker on the left circuit breaker panel and the SERVO 1 circuit breaker on the right circuit breaker panel, and install tie straps on those circuit breakers, in accordance with paragraphs 1.A. and 1.B. of the Accomplishment Instructions of Cessna Alert Service Letter ASL560-27-10, dated 10 October 2003.
2. Remove the tie straps from PITCH TRIM and SERVO 1 circuit breakers and re- engage the circuit breakers.
3. Trim printed circuit board assembly having part number 6518351-3 or -5 may not be installed on any aeroplane as a replacement part.

Compliance: For Requirement 1 - Within 5 days or 10 hours time-in-service after the effective date of this Directive, whichever occurs first.
For Requirement 2 - Following the optional accomplishment of the inspection of the trim printed circuit board assembly to determine the part number of the assembly and all applicable follow-on actions, in accordance with paragraphs 2.A., 2.B. and 2.C. of the Accomplishment Instructions of ASL560-27-10.
For Requirement 3 - As of the effective date of this Directive.
This Airworthiness Directive becomes effective on 28 November 2003.

Background: This Directive requires disengaging and tie-strapping the pitch trim and autopilot servo (servo 1) circuit breakers. This action is necessary to prevent a single-point failure in the trim system from causing a runaway trim condition that the pilot may be unable to stop by using the autopilot-disconnect switch. This condition could result in loss of control of the aeroplane. The Directive also provides an optional inspection and follow-on actions that, if accomplished, terminates the requirement to disengage and tie-strap those circuit breakers.
