AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Bombardier (Canadair) CL-600 Series Aeroplanes
AD/CL-600/52 Refuel Floodlight 5/2002 DM
Applicability: CL-600-2B16 (CL-604) series aeroplanes, modified in accordance with United States Federal Aviation Administration (FAA) Supplemental Type Certificate SA8060NM- D, SA8072NM-D or SA8086NM-D.
Requirement: 1. Unless previously accomplished, remove electrical power from the refuel floodlight as follows:
1. Open and lock-out the circuit breaker CB5-B8 located on the aft equipment bay at STA.645L on the JB5 panel.
b. Open the refuel/defuel door located on the right side of the fuselage at the wing root. Remove the maintenance light receptacle by removing the four screws holding the receptacle to the fairing.
c. Pull the light receptacle away from the fairing revealing the two wire leads attached to the receptacle.
d. Disconnect the wires by removing the two screws that attach the wire leads to the receptacle.
e. Cap and stow the wires to prevent contact with metal objects within the fairing.
f. Re-install the light receptacle in the fairing.
g. Close circuit breaker CB5-B8.

2. Unless previously accomplished, install the wiring modification restoring electrical power to the refuel floodlight as detailed in Paragraph 2, Accomplishment Instructions of Bombardier Service Bulletin TUC-33-30-01-1 dated 1 February 2000 or Revision A dated 10 March 2000.

Compliance: For Requirement 1 - Within 48 hours after the effective date of this Directive.
For Requirement 2 - No later than 10 October 2002.
This Airworthiness Directive becomes effective on 10 April 2002.
Background: Transport Canada has advised that an investigation of sparking, which occurred when a fuel cap chain contacted the maintenance light housing of the fuel service panel, revealed that power and ground wires to the fuel service panel light assembly were reversed.
This Directive requires disconnection of the electrical power from the refuel floodlight and identifies approved instructions for reconnecting the electrical wires for the refuel floodlight. These actions are designed to prevent a fuel fire due to electrical sparks from the maintenance light housing of the fuel service panel.
