AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/CL-600/58 and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Aileron Stiffness 10/2002 DM
Applicability: All CL-600-2B19 aircraft.
Requirement: 1. Amend the Aircraft Flight Manual (AFM) by inserting Temporary Revision (TR) RJ/109-2 dated 9 August 2002. TR RJ/109-2 introduces the following:
1. An amendment to Emergency Procedures for aileron system jams. This change is applicable to all aircraft.
b. An aileron control check procedure to the Limitations Section. This change is applicable to aircraft that have accumulated 5,000 total flight hours.
2. Insert a copy of this Directive in each AFM.
3. Advise all flight crews on the changes introduced through the AFM TR.
Note: Transport Canada AD CF-2002-35R1 refers.
Compliance: Within 14 days after 28 August 2002, unless already accomplished.
This amend ment becomes effective on 28 August 2002.
Background: A significant number of reports of aileron control stiffness have been received following climb to altitude after takeoff from a contaminated runway or during heavy rain. In every case, the aileron stiffness disappeared upon descent to lower altitude and the aircraft landed safely. The aircraft that have encountered aileron control stiffness had accumulated in excess of 5,000 total flight hours when the problem appeared.

Amendment 1 is issued in response to a revision of the related Transport Canada AD which introduces an amended AFM TR which increases the minimum altitude for commencement of the aileron control checks.
The original issue of this Airworthiness Directive became effective on 7 August 2002.
