AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Bombardier (Canadair) CL-600 (Challenger) Series Aeroplanes
AD/CL-600/59 IDG Cables 10/2002 DM
Applicability: Model CL-600-2B19 "Regional Jet", serial numbers (S/N) 7003 through 7067 and 7069 through 7303; and
Model CL-600-2B16 "Challenger", S/N 5135 through 5194 and 5301 through 5408.
Requirement: If not previously accomplished, carry out the following:
Part A. - For CL-600-2B19 "Regional Jet" Aircraft
1. For aircraft S/N 7003 through 7067 and 7069 through 7301, inspect the integrated drive generator (IDG) cables to verify clearances, and repair or replace the IDG cables as required, in accordance with Canadair Alert Service Bulletin (ASB) A601R-24-095 dated 23 March 1999, or ASB A601R-24-095, Revision A, dated 25 March 1999.
2. For aircraft S/N 7003 through 7067 and 7069 through 7303, inspect, verify and correct (if required) the clearance between the 10th stage bleed air check valve and the fuel manifold pigtails in accordance with Canadair ASB A601R-73-008 dated 1 April 1999, or ASB A601R-73-008, Revision A, dated 10 April 1999. If there is damage to the fuel manifold pigtails, inspect in accordance with General Electric (GE) CF34 Engine Manual SEI-756, Chapter 72-09-05 (Hose and Tube Assemblies - Inspection/Hose and Tube Assemblies - Repair) to determine serviceability; repair if required.
3. Report the findings of the above inspections (and corrective action if required) to Bombardier.
Part B. - For CL-600-2B16 "Challenger" Aircraft
1. Inspect the IDG cables to verify clearances, and repair or replace the IDG cables as required, in accordance with Bombardier Alert Wire TA601-055 dated
31 March 1999, paragraph 6B, Part A, or Bombardier (ASB) A601-0524 dated 19 April 1999.

2. Inspect, verify and correct (if required) the clearance between the 10th stage bleed air check valve and the fuel manifold pigtails in accordance with Bombardier Alert Wire TA601-055, paragraph 6C, Part B, or Bombardier ASB A604-73-001 dated 19 April 1999. If there is damage to the fuel manifold pigtails, inspect in accordance with General Electric (GE) CF34 Service Manual SEI-780, Chapter 72-00-00 (Maintenance Practice 57) to determine serviceability; repair if required.
3. Report the findings of the above inspections (and corrective action if required) to Bombardier.
Note: Transport Canada AD CF-99-09R1 refers.
Compliance: For Requirements A.1 and A.2 - Within 50 hours time in service (TIS) after the effective date of this Directive. Any corrective action required as a result of the inspections must be accomplished before further flight.
For Requirement A.3 - Within 10 days after completing the inspection and, if applicable, the corrective action.
For Requirements B.1 and B.2 - Within 50 hours time in service (TIS) after the effective date of this Directive. Any corrective action required as a result of the inspections must be accomplished before further flight.
For Requirement B.3 - Within 10 days after completing the inspection and, if applicable, the corrective action.
This Airworthiness Directive becomes effective on 14 August 2002.
Background: Transport Canada received a report of an incident where the insulation covering on the IDG cable harness on a Regional Jet was chafed down to bare wire; there was also evidence that a brief flash fire occurred. In addition, Transport Canada has received two reports of chafing damage to the main engine right fuel manifold on RJ aircraft.
This Directive requires inspection of IDG cables to verify clearance and, if necessary, corrective action to ensure adequate clearance and/or cable replacement. These actions are intended to ensure the integrity of the IDG cables and fuel manifolds.
