SCHEDULE OF AIRWORTHINESS DIRECTIVES
AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below issues the following Airworthiness Directive (AD) under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
DHC-3 (Otter) Series Aeroplanes
AD/DHC-3/39 Elevator Servo Tab 3/2003
Applicability: All Model DHC-3 aircraft incorporating 524085 BC Ltd (Viking Air Ltd) Supplemental Type Certificate (STC) No. SA99-219, Issue 1 or 2.
Requirement: Incorporate the Redesigned Elevator Tab, introduced by Viking Air Ltd. Retro Kit No. V3MK1151, in accordance with Viking Air Service Bulletin No. V3/01 dated 6 March 2002.
Note: Transport Canada AD CF-2002-48 refers.
Compliance: Within 300 hours time in service after 20 March 2003 or before 31 July 2003, whichever occurs first.
This Airworthiness Directive becomes effective on 20 March 2003.
Background: There has been one reported incident of structural failure of the right hand Elevator Servo Tab Balance Assembly (Viking part number VALTOC1136-2) approximately 120 hours after installation of the Flutter Prevention Modification Kit STC SA99-219. This resulted in vibration and flutter of the elevator servo tab.
