AIRWORTHINESS DIRECTIVE
For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/DHC-8/63 Amdt 1. and issues the following AD under subregulation 39.1 (1) of CAR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.

Horizontal Stabiliser Skin Disbonding Follow-Up - 2

Applicability: All DHC-8 Series aircraft which have horizontal stabilisers serial numbers CAP 003 through CAP 050 fitted.
Note: As the aircraft serial number may not be the same as that of the horizontal stabiliser, it may be necessary to check the data plate on the left side of the horizontal stabiliser and the component record cards to identify the stabiliser.
Requirement: 1. Provide bond integrity test samples as follows:
1. In accordance with instructions in Bombardier Repair Drawing (RD) RD8-55- 669 Issue 3, dated 17 March 1999, cut small samples from the affected bonded horizontal stabiliser skins as test coupons for bonding integrity testing.
b. Mark the cut samples in accordance with instructions in RD8-55-669 Issue 3.
c. Send the cut samples to Bombardier Aerospace at the address shown in RD8- 55-669 Issue 3, for testing.
d. Complete installation of the repair in accordance with RD8-55-669 Issue 3 to return aircraft to service.
2. Replace and/or repair the horizontal stabiliser, or;
3. Return the horizontal stabiliser to the normal bonding integrity inspection program in accordance with PSM 1-8-7.

Compliance: 1. Unless already accomplished, provide samples to Bombardier for testing before 24 April 2000.
2. Replace or repair before further flight if notified by Bombardier Aerospace that the bonding samples do not meet the acceptance criteria specified in the Appendix to Bombardier engineering document, AEROC 8.4.AC.12, Section 55-0013-1, Issue
2. Otherwise, replace or repair if no notification is received within 30 days after completion of repair action described in Requirement 1, or;
3. Return the horizontal stabiliser to the normal inspection program if notified by Bombardier Aerospace that the bonding samples meet the acceptance criteria specified in the Appendix to Bombardier engineering document, AEROC 8.4.AC.12, Section 55-0013-1, Issue 2.
The compliance time for Requirement 1 remains unchanged for this issue. This Amendment becomes effective on 23 March 2000.
Background: Inspections mandated by Airworthiness Directives AD/DHC-8/51 and AD/DHC-8/55 have identified the need for an additional disbonding check of the skin panels on the horizontal stabilisers with serial numbers CAP 003 to CAP 050.
Amendment 1 reflected the issue of AEROC 8.4.AC.12, Section 55-0013-1 Issue 2, which incorporates new test criteria for the horizontal stabiliser skin test coupons.
Amendment 2 is issued to correct the Requirement 1 compliance to provide new test samples.
The original issue of this Airworthiness Directive became effective on 28 July 1999.
