AIRWORTHINESS DIRECTIVE On the effective date specified below, and for the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/BAL/13 and issues the following AD under subregulation 39.001(1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section.
Hot Air Balloons AD/BAL/13 Amdt 1 Portable Fire Extinguisher 16/2010
Applicability: All Hot Air Balloons. Requirement: If not already accomplished install a dry powder type or a BCF vaporising-liquid type portable fire extinguisher of at least 1 kg capacity, complying with Australian Standard AS 1841 or equivalent.
Note: A dry powder type extinguisher is the preferred type. Compliance: Before issue of a certificate of airworthiness or before 10 May 1995. This Amendment becomes effective on 6 August 2010. Background: A fire extinguisher is considered an essential safety item in a hot air balloon in the event of a gas leak with the burner alight.
This amendment removes the maintenance requirements for the Airworthiness Directive as it is duplicative to the Maintenance regulation requirements. CAR 2 defines a Fire Extinguisher is an aircraft component. CAR 41(2) requires the Balloon maintenance schedule to include provision for the maintenance of all aircraft components. CAR 2A defines what can constitute Approved Maintenance Data.
