I, ROMAN QUAEDVLIEG, Comptroller‑General of Customs, under section 4A of the Customs Act 1901 (the Customs Act), approve the attached "OUTTURN REPORT (SUBSECTION 64ABAA(2))" statement as an approved statement for the purposes of communicating electronically to the Department, an outturn report in respect of a container that is unloaded from a ship at a port in Australia in accordance with subparagraph 64ABAA(5)(c)(i) of that Act.
This Instrument commences on 1 October 2015.

OUTTURN REPORT (SUBSECTION 64ABAA(2) ‑ SEA)

Item No. Short title Information required 1 Sender Reference The identifier assigned by the person communicating the report to identify (and distinguish from others) the report and all subsequent amendments to the report. 2 Sender Reference Version The numeric identifier assigned by the person communicating the report to identify the version of the report or the sequence of related reports. 3 Vessel ID The identifier of the ship which carried the cargo:
* the Lloyds identification number of the ship; or * if the vessel does not have a Lloyds identification number, the identification code allocated to the operator of the ship by the Department. 4 Voyage Number The unique number assigned by the principal agent of the ship that carried the cargo. 5 First Container Discharge Date If the report is the first outturn report ‑ the date the first container was unloaded from the ship. 6 Container Number The unique identifier assigned to the container which is being unloaded. 7 Container Responsible Party ID The Australian Business Number (ABN), or code allocated by the Department (the Customs Client Identifier or CCID), that identifies the party responsible for the container. If the cargo is containerised and is being unloaded from a ship, items 8 to 12 are also required (Subsection 64ABAA (2)) 8 Stevedore Establishment ID The identifier of the stevedore establishment that is unloading the goods on board the ship at the port. 9 First Container Discharge Time If the report is the first outturn report ‑ the time the first container was unloaded from the ship. 10 Last Container Discharge Date If the report is the last report ‑ the date that the last container was unloaded from the ship. 11 Last Container Discharge Time If the report is the last report ‑ the time that the last container was unloaded from the ship. 12 Restow Indicator Indicate if a container will be unloaded and replaced on the ship. If the cargo is bulk or break bulk and has been unloaded from a ship, items 13 to 17 are also required (Subsection 64ABAA(3). 13 Cargo Type The cargo type allows cargo on a vessel to be classified into broad categories as these categories have differing reporting requirements.
