Kingston and Arthur's Vale Historic Area Heritage Management Plan under the Environment Protection and Biodiversity Conservation Act 1999 (Cth)
Dear Ms Kidman
Thank you for the Department of Infrastructure and Regional Development's submission of the Kingston and Arthur's Vale Historic Area (KAVHA) Heritage Management Plan. The Hon Paul Fletcher MP, formerly Minister for Major Projects, Territories and Local Government, provided the Plan to the Minister for the Environment and Energy on 23 April 2016.
In my capacity as the Minister's delegate under section 341S(6) of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), Ihave reviewed the Heritage Management Plan, taking into account Infrastructure's obligations under
section 341S of the EPBC Act. Ihave also consulted with the Australian Heritage Councilin accordance with section 341S(7).| advise that the Heritage Management Plan addresses the matters prescribed in the regulations and 5 not inconsistent with the EPBC Act.
The Australian Heritage Council provided feedback on the Heritage Management Plan. The Council recommended that the Report on Condition of Values be updated to reflect values in more detail. Council also recommended the Heritage Management Plan include identification of the role of the Australian Convict Sites Steering Committee and Infrastructure and Regional Development's responsibilities under the Australian Convict Sites Strategic Management Framework. These recommendations do not affect the Heritage Management Plan's consistency with the EPBC Act but should be incorporated at the earliest opportunity.
