1. LEGISLATIVE PROVISIONS 1. Name of Standard 1. This Standard is the Vehicle Standard (Australian Design Rule 3/04 – Seats and Seat Anchorages) 2017. 2. This Standard may also be cited as Australian Design Rule 3/04 — Seats and Seat Anchorages. 2. Commencement 1. This Standard commences on the day after it is registered.
2. FUNCTION 1. The function of this standard is to specify requirements for seats, their attachment assemblies, their installation and any head restraint fitted, to minimise the possibility of occupant injury due to forces acting on the seat as a result of vehicle impact.
3. APPLICABILITY 1. This vehicle standard applies to category LEP, LEG, and all category M and N vehicles from the dates set out in clauses 3.1.1 to 3.1.2 and the applicability table under clause 3.8 below. 1. 1 November 2019 for all new model vehicles. 2. There is no mandatory application date for all other model vehicles. They may comply with this vehicle standard or continue to comply with earlier versions of this vehicle standard as applicable for particular vehicle categories. 2. For the purposes of clause 3.1.1, a "new model" is a vehicle model first produced with a 'Date of manufacture' on or after the agreed date in that clause. 3. Category LEP & LEG vehicles must comply with the requirements of this standard applicable to category M1 and N1 vehicles respectively. 4. For Omnibuses complying with ADR 68/..., only the driver's seat is required to comply with clause 5 of this standard. 5. Category LEP, MA, MB, MC, MD1, MD3, MD4 and ME vehicles certified to this standard must also be certified to ADR 34/03 — Child Restraint Anchorages and Child Restraint Anchor Fittings, or a later version. 6. Category MD2 and NA vehicles which are certified to this standard and are equipped with 'Upper Anchorages' (top tether anchorages) and/or ISOFIX anchorage systems, must also be certified to ADR 34/03 — Child Restraint Anchorages and Child Restraint Anchor Fittings, or a later version. 7. Vehicles certified to this standard must also be certified to ADR 5/05 — Anchorages for Seatbelts, or a later version. 8.
