1 Name This instrument is the Customs (Statement for Electronic Communication of Export Submanifest) Instrument 2024.

2 Commencement This instrument commences on 1 October 2024.

3 Authority This instrument is made under section 4A of the Customs Act 1901.

4 Definitions In this instrument: Act means the Customs Act 1901. Department means the Department of Home Affairs.

5 Approved statement For the purpose of communicating electronically to the Department a submanifest in accordance with section 117A of the Act in respect of goods for exportation by a ship or aircraft, the export submanifest contained in the table is approved as an approved statement.

Export submanifest Item Short title Information required 1 Sender Reference The identifier assigned by the person communicating the submanifest to identify (and distinguish from others) the submanifest and all subsequent amendments to the submanifest. 2 Sender Reference Version The numeric identifier assigned by the person communicating the submanifest to identify the version of a submanifest or a sequence of related submanifest. 3 Reporting Party Identifier The Australian Business Number (ABN), or code allocated by Customs (the Customs Client Identifier or CCID), that identifies the person communicating the submanifest. 4 Cargo Report Type The code identifying the type of submanifest being communicated: 1. Slot submanifest: 'S'; 2. Consolidation submanifest: 'C'. 5 Mode of Transport The code indicating the mode of transport of the goods reported on the submanifest: 1. Air: 'A'; 2. Sea: 'S'. 6 Nil Cargo Report Indicator 1. The indicator specifying whether any goods are reported on the submanifest. 1. No cargo reported for this submanifest: 'Y'; 2. Cargo reported for this submanifest: 'N'. 1. 'Y' may only be used if the submanifest is a slot submanifest and the goods are being consigned by ship. 7 Date of Departure The intended date of departure of the ship or aircraft carrying the goods reported on the submanifest. 8 Total Number of Packages 1. If the goods are packed into packages in a way that they cannot be divided without first undoing the packaging – the number of packages. 2. If the goods not packed into those types of packages - the number of such goods. 3. If all the packages of the goods specified in the submanifest are packed into an ISO container – '0'. 9 Total Number of Containers 1. If the goods are being consigned by ship and are packed into a International Standard Organisation (ISO) containers – the number of ISO containers containing the goods. 2. If the goods are being consigned by aircraft – '0'. 10 Number of Empty Containers 1. If the submanifest is not a consolidation manifest and the goods are being consigned by ship – the number of empty ISO containers to be exported. 2. If the submanifest is a consolidation submanifest or the goods are being consigned by aircraft – '0'. 11 Depot Establishment Code The warehouse establishment code that identifies an approved customs depot. 12 Line Number The number that identifies each separate line of goods on the submanifest. 13 Customs Authority Number (CAN) 1. For each line of goods that are not: 1. goods described in paragraph 113(2)(a) or (b) of the Act; 2. goods consigned by post and diplomatic bags of mail; 3. goods covered by section 130A of the Act; 4. goods that have a permission under subsection 162A(6) of the Act; and 5. military goods that are the property of Australian Government, for use overseas by the Australian Defence Forces; 1. one of the following numbers: 1. the export entry advice number (see subsection 114C(2) of the Act) which identifies the export declaration on which the goods have been entered for export; 2. the submanifest number (see subsection 117A(3) of the Act) for the goods; or 3. if a cargo report relating to the goods states that the goods destination is a place outside Australia – the number or code allocated by the Department to the goods. 14 Contingency Customs Authority Number EXCC – goods normally subject to entry that have been delivered for export or have been exported in accordance with an authority to deal given when the Comptroller‑General of Customs has given notice that the ICS is temporarily inoperative and the goods have been entered by document under paragraph 126E(2)(b) of the Act. (C-CAN) 15 Export Declaration Exemption Code For each line, if the goods are described below – the exemption code specified below: 1. EXPE for goods described in paragraph 113(2)(a) of the Act. 2. EXLV for goods described in paragraph 113(2)(b) of the Act. 3. EXML for goods consigned by post or diplomatic bags of mail. 4. EXSP for goods covered by section 130A of the Act. 5. EXTI for goods that have a permission under subsection 162A(6) of the Act. 6. EXDD military goods that are the property of Australian Government, for use overseas by the Australian Defence Forces. 16 Number of Packages For each line of goods: 1. if the goods have been consolidated into an ISO container and are being consigned by ship – '0'; 2. if the goods are packed in packages other than containers- the number of outside packages; 3. otherwise – the number of goods not packed into packages. 17 Number of Containers For each line of goods: 1. if the goods are being consigned by aircraft – '0'; 2. if the goods are consolidated into an ISO container and are being consigned by ship – the number of ISO containers the goods are packed into. 18 Goods Owner Party Identifier If the goods are described in paragraph 113(2)(a) or (b) of the Act and the owner of the goods has an ABN or CCID – the ABN or CCID that identifies the owner. 19 Owner Name If the goods are described in paragraph 113(2)(a) or (b) of the Act and the owner does not have an ABN or CCID – the name of the Australian owner of the goods. 20 Goods Description If the goods are described in paragraph 113(2)(a) or (b) of the Act – a description of the goods. 21 Final Destination Country Code If the goods are described in paragraph 113(2)(a) or (b) of the Act – the ISO 3166-1 alpha-2 code, as published in ISO 3166-1:1997 Codes for the representation of names of countries and their subdivisions – Part 1: Country codes, by the International Organization for Standardization as in force when this instrument commences, of the final country of destination of the goods. 22 House Bill Number The reference number assigned by the carrier or their agent to the transport document covering the total consignment.
