1 On 17 August 2007, Johny Raffoul applied to the Tribunal for the review of a decision of the Commissioner of Police made under the Firearms Act 1996 ('the Act') to refuse his application for a category ABG firearms licence on the grounds that (1) Mr Raffoul may not personally exercise continuous and responsible control over firearms, (2) he is not a fit and proper person to have possession of firearms, and (3) the issue of a licence to him would be contrary to the public interest.
