JUDGMENT 1 COMMISSIONER: This is an appeal against the refusal by Hornsby Shire Council (the council) of Development Application No. 374/03 for the erection of a housing development for older people or people with a disability at Harris Rd and Bryan Ave, Normanhurst (the site).
2 The site and surrounding area was inspected on the morning of the hearing with representatives from both parties. A number of local residents also provided their evidence at this time.
