JUDGMENT Introduction 1 This appeal relates to Development Application No. DA 836/2005, which is for the construction of a three level detached dwelling house at 1A Valley Road, Padstow Heights. The vacant essentially rectangular shaped site comprises Lot 29 DP 615552 and has an area of 1548 sq m. Having no street frontage it is accessed via a right of carriageway over two adjoining lots from Valley Road. It has a frontage to and views over Salt Pan Creek, a tributary of the Georges River.
