JUDGMENT 1 This is an appeal pursuant to s 97 of the Environmental Planning and Assessment Act against the refusal by Canterbury City Council (the council) of Development Application 505 of 2003 by Ms Julie Zhang for consent to operate a brothel at ground floor premises at the rear of 303 Beamish Street at Campsie, prior use of the premises for a brothel and permission there for being subject to a number of proceedings in this Court and in the Court of Appeal.
