JUDGMENT 1 COMMISSIONER: This is an appeal against the refusal of DA 468/2005 by Parramatta City Council (the council) for the demolition of an existing dwelling and associated structures and the construction of a child-care centre at 92 Bettington Rd., Oatlands (the site). The site and surrounding area 2 The site is Lot D in DP 32351 and Lot 1 in DP 22016. It is generally rectangular in shape with a street frontage of 21.3 metres, a rear boundary of 21.2 metres and side boundaries of 48.6 metres giving a total site area of 971 square metres.
