JUDGMENT
Background 1 This appeal was lodged against council's refusal of a development application proposing the relocation of the existing MLC Junior School (Kindergarten to year 5) from its current site at "Kent House", to the proposed development site in Park Road, Burwood. The development site currently contains existing tennis courts (20-26 Park Road), and 2 buildings, each containing 2 semi-detached dwellings (12 - 18 Park Road), which are to be demolished.
