JUDGMENT Introduction 1 This appeal involves a development application for a three lot rural residential subdivision of land identified as 224 Donalds Range Road in the Razorback locality ("the site"), some 5 kilometres to the east of Picton in the Shire of Wollondilly ("the shire"). The site, comprising lot 132 in DP 1020102, is irregular in shape and has an area of 7.479 hectares. It is largely cleared of vegetation and contains two small dams. Vehicular access is obtained off Donalds Range Road.
