JUDGMENT 1 Commissioner: This is an appeal against the refusal by the Council of the City of Sydney (council) of an application under s 96 of the Environmental Planning and Assessment Act 1979 (EPA Act) to modify Development Consent (D2009/2109) for alterations and additions to convert an existing substation into a three-storey single dwelling at 2 Printers Lane, Darlinghurst (the site).
