Introduction
1. In Class 4 of the Court's jurisdiction the applicants have challenged building approval 98/1462, granted by the first respondent ("Council") to the second respondent ("Premier") on 7 April 1998 for the construction of dwelling additions and a garage on premises owned by the third respondent ("Keyseem") at 71 Seaside Parade, Dolphin Point ("71") on the south coast of New South Wales. 71 is zoned Residential 2(a1) under Shoalhaven Local Environmental Plan 1985.
