(2) The legal practitioner, Philip Scroope, is reprimanded. (3) The practitioner, Philip Scroope, is fined the sum of $5,000. That sum is to be paid within 28 days of the date of this decision. (4) The legal practitioner, Philip Scroope, shall pay the costs of the LSC.
