Introduction 1. This is an appeal by Ms Natalie Boyle and Mr Joel Fogarty. They were tenants at premises in Illawong. In these reasons we will refer to Ms Boyle and Mr Fogarty as the tenants. 2. This is a matter in which the tenants require the leave of the Appeal Panel for the appeal to proceed. For the reasons below we consider that leave should be refused and the appeal otherwise dismissed.
