The appellant's application for an extension of time to apply for leave to appeal against the Tribunal's interlocutory decision given on 20 January 2016 is refused.
2. Leave to Appeal on Ground 1 is refused.
3. The Appeal is dismissed on all other grounds.
4. The order made on 19 July 2016 staying the orders made by the Tribunal at first instance on 31 May 2016 is discharged.
5. Any costs application must be lodged in the Appeal Division of the Tribunal and served on the costs respondent within 14 days of the date of these orders either attaching or referring to the documents relied upon in support of the application.
