Background 1. This is an appeal from decisions made in the Consumer and Commercial Division of the Tribunal concerning a residential tenancy agreement. Under that agreement the appellant was the tenant and the respondent to the appeal was the landlord. It is convenient to refer to the parties as "the tenant" and "the landlord".
