This part does not apply to the Brisbane City Council, or its local government area, and does not affect any special reference for a reviewable local government matter or the implementation of a reviewable local government matter as a result of a special reference.

This part applies to Torres Strait Islander local governments.

To remove any doubt, it is declared that this part also applies to—

(a) community governments under the Local Government (Community Government Areas) Act 2004; and

(b) _ the local governments of the Shire of Aurukun and the Shire of Mornington under the Local Government (Aboriginal Lands) Act 1978.
