The Parliament of South Australia enacts as follows: Part 1—Preliminary 1—Short title This Act may be cited as the Climate Change and Greenhouse Emissions Reduction (Targets) Amendment Act 2022. 2—Commencement This Act comes into operation 3 months after the day on which it is assented to by the Governor.

Part 2—Amendment of Climate Change and Greenhouse Emissions Reduction Act 2007 3—Amendment of section 3—Objects of Act (1) Section 3(1)(a)(i) and (ii)—delete subparagraphs (i) and (ii) and substitute: (i) by setting a target (the SA target) to reduce greenhouse gas emissions within the State to achieve net zero greenhouse gas emissions by 31 December 2050 as part of a national and international response to climate change; and (ii) by setting an interim target (the 2030 interim target) to reduce net greenhouse gas emissions in the State to an amount that is at least 50% below 2005 levels by 31 December 2030; and (iii) by setting a related target (the renewable electricity target) to achieve 100% net renewable electricity generation in the State by 31 December 2030; and (2) Section 3(1)(f)—after "increasing the" insert: generation or (3) Section 3(1)(i)—after "SA target" insert: and the 2030 interim target (4) Section 3(1)(i)—before "use" insert: generation or 4—Amendment of section 4—Interpretation (1) Section 4—before the definition of Australian jurisdictions insert: 2030 interim target means the interim target that applies under section 5(1a) (subject to any Ministerial determination under that section); (2) Section 4—after the definition of greenhouse gas emissions insert: net zero greenhouse gas emissions means zero greenhouse gas emissions after— (a) determining the amount of total greenhouse gas emissions attributable to the State, including any removals of greenhouse gas emissions from the atmosphere due to activities within the State; and (b) deducting from the amount described in paragraph (a), any emissions offsets from outside of the State; (3) Section 4—after the definition of renewable electricity insert: renewable electricity target means the target that applies under section 5(2) (subject to any Ministerial determination under that section); 5—Amendment of section 5—Targets (1) Section 5(1) and (2)—delete subsections (1) and (2) and substitute: (1) The principal target under this Act is to reduce greenhouse gas emissions within the State to achieve net zero greenhouse gas emissions by 31 December 2050. (1a) An interim target under this Act is to reduce net greenhouse gas emissions in the State to an amount that is at least 50% below 2005 levels by 31 December 2030. (2) A related target under this Act is to achieve 100% net renewable electricity generation in the State by 31 December 2030.
