REASONS FOR JUDGMENT

I have reached a firm conclusion as to the fate of this application and will therefore give my decision immediately. The applicant Flora Becerra was born in Lima, Peru. For some years she has had a deep interest in the field of ethnic broadcasting. She came to Australia in 1971. In 1975 she joined Radio 2EA, an ethnic broadcasting station, on a voluntary basis as a broadcaster and co-ordinator of the

Spanish programme. In 1977 the Special Broadcasting Service

was established and Radio 2EA, which had formerly been
