EXTEMPORE JUDGMENT
In this case, I am satisfied that the application should be
refused. The tribunal, in its decision, which is the subject of
the application, reserved liberty to apply to Mr Boehm in respect
of a number of matters. He has not sought to exercise that
liberty to apply or to seek any extension of time for its
exercise.
I am unable to say that the applicant has shown good reasons
for his very considerable delay in seeking to bring an appeal. nor

I am not clear from what he said what that suggested question
of law might be and certainly IT am not able to form any opinion
that he has some prospect of success in relation to any question
of law said to arise in respect of the matter. Accordimly, the
application is refused.
