REASONS FOR JUDGMENT
Elizabeth Susan Cooper ("the applicant") is a member of The Australian Journalists Association ("the Association") which is an association registered as an organization under the Conciliation and Arbitration Act 1904 (Cth) ("the Act"). On 11 May 1987, the applicant lodged with David Penman ("the first respondent") a nomination as a candidate for election to fill a casual vacancy in the office of Assistant Federal Secretary of the Association caused by the resignation of the former occupant of the office upon his election to the office of Federal Secretary. The first respondent is an officer of the Australian Electoral Commission
