AIRWORTHINESS DIRECTIVE For the reasons set out in the background section, the CASA delegate whose signature appears below revokes Airworthiness Directive (AD) AD/TAY/3 and issues the following AD under subregulation 39.1 (1) of CASR 1998. The AD requires that the action set out in the requirement section (being action that the delegate considers necessary to correct the unsafe condition) be taken in relation to the aircraft or aeronautical product mentioned in the applicability section: (a) in the circumstances mentioned in the requirement section; and (b) in accordance with the instructions set out in the requirement section; and (c) at the time mentioned in the compliance section. Rolls Royce Turbine Engines - Tay Series AD/TAY/3 Amdt 1 Engine Controls - Emergency Fuel Shut Off System 9/2003 Applicability: Rolls Royce Tay 650-15, 620-15 and 651-54 series engines not incorporating Rolls Royce Service Bulletin (SB) SB76-1466 as indicated in paragraph 1.A. Planning Information of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001. Requirement: 1. For installed engines, initially inspect emergency fuel shut-off cable for broken strands in accordance with paragraph 3.A. Accomplishment Instructions of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001; and 2. For installed engines, re-inspect, or replace cable, following compliance with Requirement 1, as required by paragraph 3.A. Accomplishment Instructions of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001. 3. For engines undergoing shop visit, inspection/check is to be done in accordance with relevant Engine Manual 72-52-35 as required by paragraph 3.A. Accomplishment Instructions of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001. Note: CAA (UK) AD 003-03-98 dated 28 May 1998 refers. Compliance: For Requirement 1: For those engines in compliance with the initial 1,000 hour inspection required by the original issue of this Directive, no initial inspection required. For those engines not in compliance with the initial 1,000 hour inspection required by the original issue of this Directive, within 100 hours time-in-service (TIS) from the effective date of this Directive. For Requirement 2: At intervals as required by paragraph 3.A. Accomplishment Instructions of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001, from when compliance with Requirement 1 carried out. For Requirement 3: During shop visit as required by paragraph 3.A. Accomplishment Instructions of Rolls Royce SB TAY 76-1434, Revision 3, dated 14 September 2001 from the effective date of this Directive. This Amendment becomes effective on 4 September 2003. Rolls Royce Turbine Engines - Tay Series AD/TAY/3 Amdt 1 (continued) Background: A number of worn, frayed and, in one case, broken Emergency Fuel Shut-off Cables have been reported in service. The wear occurs at the aft guide quadrant, which supports the cable and turns it through 90 degrees. Failure of a significant number of strands in the cable could result in the non-operation of the emergency fuel shut-off in the unlikely event of the system being required. This Amendment amends the applicability to reflect the SB effectivity, introduces the latest SB revision, which indicates changes to the accomplishment instruction, and re-writes the presentation. The original issue of this Airworthiness Directive became effective on 28 January 1999.
